Demokratja ngriti si shqet\u00ebsim shpron\u00ebsimin e mbi 70 familjeve n\u00eb zon\u00ebn ku \u00ebsht\u00eb projekttuar jet\u00ebzimi i projektit, p\u00ebr t\u00eb cil\u00ebt thot\u00eb se jan\u00eb pronar\u00eb t\u00eb ligjsh\u00ebm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zhupa tha se se projekti TID shkat\u00ebrron trash\u00ebgimin\u00eb e Durr\u00ebsit nd\u00ebrsa i drejtoi disa pyetje Ministrit Gonxhja se si \u00ebsht\u00eb hartuar pl\u2078ani i projektit n\u00eb fjal\u00eb, a jan\u00eb b\u00ebr\u00eb konsultime me banor\u00ebt p\u00ebrpara se t\u2019iu d\u00ebrgohej dokumenti i shpron\u00ebsimit dhe se cilat jan\u00eb kriteret mbi baz\u00eb t\u00eb t\u00eb cilit \u00ebsht\u00eb hartuar projekti n\u00eb fjal\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Qyteti si\u00e7 ka qen\u00eb 3 mij\u00eb vje\u00e7ar po k\u00ebrkoni t\u00eb shkat\u00ebrrohet. Arsyeja pse thirra interpelanc\u00eb \u00ebsht\u00eb q\u00eb ministri t\u00eb na shpjegoj\u00eb k\u00ebt\u00eb sjellje pushtuesish n\u00eb Durr\u00ebs. Shkat\u00ebrroni vendbanime. Si e keni b\u00ebr\u00eb projektin? Si keni zgjedhur se kush do jen\u00eb kriteret p\u00ebr banesat q\u00eb duheshin prishur? Cilat jan\u00eb kriteret q\u00eb keni p\u00ebrdorur p\u00ebr t\u00eb b\u00ebr\u00eb k\u00ebt\u00eb masak\u00ebr t\u00eb qytetit t\u00eb Durr\u00ebsit? P\u00ebrcudnim i identitetit t\u00eb Durr\u00ebsit. Ministri t\u00eb shpjegoj\u00eb a jan\u00eb b\u00ebr\u00eb konsulta me banor\u00ebt si\u00e7 e k\u00ebrkon ligji. A jan\u00eb informuar banor\u00ebt p\u00ebrpara se t&#8217;i shkonte letra e shpron\u00ebsimit? Si mund t\u00eb zhvillohet turizmi i qytetit duke i shkat\u00ebrruar identitetin dhe duke e b\u00ebr\u00eb planin jo bashkia, por duke e b\u00ebr\u00eb AADF-ja planin e nj\u00eb qyteti. Pse nuk bazohen n\u00eb nj\u00eb plan t\u00eb detajuar vendor, ky plan i shkat\u00ebrrimit t\u00eb Durr\u00ebsit?&#8221; tha Zhupa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb p\u00ebrgjigje t\u00eb k\u00ebrkes\u00ebs s\u00eb Zhup\u00ebs, Blendi Gonxhja tha se projekti n\u00eb fjal\u00eb synon t\u00eb rikualifikoj\u00eb zon\u00ebn nd\u00ebrsa n\u00ebnvizoi se q\u00ebllimi kryesor \u00ebsht\u00eb restaurimi dhe rikualifikimi urban i zon\u00ebs s\u00eb ardhshme q\u00eb ndodhet brenda zon\u00ebs arkeologjike A, p\u00ebrmes rehabilitimit t\u00eb sht\u00ebpive tradicionale, shesheve dhe objekteve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gonxhja tha se t\u00eb gjitha familjet e p\u00ebrfshira n\u00eb listat p\u00ebr shpron\u00ebzim, do t\u00eb d\u00ebmshp\u00ebrblehen sipas vler\u00ebs s\u00eb tregut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTID Durr\u00ebs synon t\u00eb rikualifikoj\u00eb zon\u00ebn. Durr\u00ebsi \u00ebsht\u00eb nj\u00eb destinacion kryesor i itinerareve turistike. Q\u00ebllimi kryesor \u00ebsht\u00eb restaurimi dhe rikualifikimi urban i zon\u00ebs s\u00eb ardhshme q\u00eb ndodhet brenda zon\u00ebs arkeologjike A, p\u00ebrmes rehabilitimit t\u00eb sht\u00ebpive tradicionale, shesheve dhe objekteve. Amfiteatri antik integrohet n\u00eb parkun arkeologjik TIP. Durr\u00ebs \u00ebsht\u00eb nyje esenciale, ur\u00eb midis lindjes dhe per\u00ebndimit. Misioni nuk ka nisur pa u mir\u00ebanalizuar. Projekti vjen si ekselenc\u00eb studimore italo-shqiptare. \u00cbsht\u00eb punuar edhe plani p\u00ebr menaxhimin e zonave arkeologjike t\u00eb Durr\u00ebsit p\u00ebr periudh\u00ebn 2023\u20132030. Asnj\u00eb hap i nd\u00ebrmarr\u00eb nuk \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me ligjet. Ekipi i ekspert\u00ebve ka identifikuar t\u00eb gjith\u00eb potencialin arkeologjik dhe t\u00eb trash\u00ebgimis\u00eb kulturore q\u00eb mund t\u00eb sh\u00ebrbej\u00eb si atraksion turistik n\u00eb zon\u00ebn e projektit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ky projekt synon nj\u00eb riqend\u00ebrzim t\u00eb zon\u00ebs arkeologjike duke krijuar nj\u00eb park t\u00eb madh arkeologjik urban. P\u00ebr nd\u00ebrtesat q\u00eb q\u00ebndrojn\u00eb, parashikohen 5 lloje nd\u00ebrhyrjesh: n\u00eb ngjyra, dyer e dritare, prishje t\u00eb shtesave t\u00eb pap\u00ebrshtatshme, nd\u00ebrtim i pjes\u00ebve t\u00eb degraduara, apo prishje dhe rind\u00ebrtim i 9 objekteve t\u00eb tilla. Ky proces ka qen\u00eb transparent dhe profesional. Jan\u00eb rreth 5 milion\u00eb dollar\u00eb nga AADF n\u00eb faz\u00eb prokurimi q\u00eb shkojn\u00eb p\u00ebr restaurimin e fasadave dhe konsolidimin e pjes\u00ebve t\u00eb prekura nga projekti, nd\u00ebrsa qeveria p\u00ebrmes FSHZ-s\u00eb dhe Bashkia Durr\u00ebs jan\u00eb angazhuar p\u00ebr t\u00eb siguruar vazhdimin e projektit me rreth 6 milion\u00eb dollar\u00eb nga buxheti i shtetit apo donator\u00eb t\u00eb tjer\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asnj\u00eb objekt historik nuk do t\u00eb humbet. Bashkia ka nxjerr\u00eb listat p\u00ebr banor\u00ebt e prekur, ku nj\u00eb pjes\u00eb e tyre posedonin metra m\u00eb shum\u00eb sesa parashikohej n\u00eb dokumentacionin ligjor. P\u00ebr k\u00ebt\u00eb arsye lista ishte b\u00ebr\u00eb sipas matjeve reale, me q\u00ebllim p\u00ebr t\u2019u dh\u00ebn\u00eb hap\u00ebsir\u00eb banor\u00ebve p\u00ebr t\u00eb rregulluar sakt\u00ebsimet dhe p\u00ebrdit\u00ebsimet n\u00eb titullin e pron\u00ebsis\u00eb. Bashkia i ka d\u00ebrguar edhe njoftimet faktike q\u00eb edhe kush rregullonte letrat t\u00eb shp\u00ebrblehej. Gjykata Administrative nuk ka pranuar asnj\u00eb k\u00ebrkes\u00eb nga 33 padit\u00eb p\u00ebr VKM-n\u00eb q\u00eb sanksionon shpron\u00ebsimin, duke lejuar vazhdimin e shpron\u00ebsimit. Me k\u00ebrkes\u00ebn e Bashkis\u00eb Durr\u00ebs dhe me ndihm\u00ebn e ASHK-s\u00eb, duke u bazuar n\u00eb 3 shitjet dhe blerjet e fundit n\u00eb zon\u00eb, u \u00ebsht\u00eb ofruar t\u00eb shpron\u00ebsuarve nj\u00eb vler\u00eb n\u00eb p\u00ebrputhje me vlerat dhe tregun formal n\u00eb Durr\u00ebs. Procesi ka qen\u00eb transparent, duke siguruar informacion p\u00ebr qytetar\u00ebt.
