Nga nj\u00ebra an\u00eb, kandidat\u00ebt p\u00ebr an\u00ebtar\u00ebsim duhet t\u00eb jen\u00eb t\u00eb gatsh\u00ebm dhe t\u00eb p\u00ebrmbushin kushte t\u00eb rrepta, nd\u00ebrsa nga ana tjet\u00ebr, edhe BE-ja duhet t\u00eb jet\u00eb institucionalisht, financiarisht dhe politikisht e gatshme q\u00eb t\u00eb mbetet funksionale edhe pas zgjerimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas draftit t\u00eb dokumentit, n\u00eb t\u00eb cilin ka pasur qasje Radio Evropa e Lir\u00eb (REL), mekanizmat p\u00ebr an\u00ebtar\u00ebt e ardhsh\u00ebm, q\u00eb po p\u00ebrgatit Komisioni, do t\u00eb synonin kufizimin e mund\u00ebsis\u00eb p\u00ebr bllokimin e vendimeve gjat\u00eb viteve t\u00eb para t\u00eb an\u00ebtar\u00ebsimit, nd\u00ebrsa shtetet an\u00ebtare ekzistuese do t\u00eb kishin n\u00eb dispozicion instrumente p\u00ebr t\u00eb reaguar n\u00ebse an\u00ebtaret e reja, pas an\u00ebtar\u00ebsimit, devijojn\u00eb nga detyrimet e marra p\u00ebrsip\u00ebr.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elementi m\u00eb i ndjesh\u00ebm i draftit ka t\u00eb b\u00ebj\u00eb me kufizimin e s\u00eb drejt\u00ebs s\u00eb vetos, q\u00eb n\u00eb dokument quhet n\u00eb m\u00ebnyr\u00eb simbolike \u201cdetyrim i p\u00ebrkohsh\u00ebm lidhur me vendimmarrjen n\u00eb K\u00ebshillin e BE-s\u00eb dhe K\u00ebshillin Evropian\u201d. Sipas k\u00ebtij propozimi, an\u00ebtar\u00ebt e ardhsh\u00ebm do t\u00eb zotoheshin t\u00eb mos kund\u00ebrshtonin vendimet e K\u00ebshillit n\u00eb fushat n\u00eb t\u00eb cilat k\u00ebrkohet unanimitet. Ky propozim do t\u00eb zbatohej p\u00ebr \u00e7\u00ebshtjet institucionale dhe \u00e7\u00ebshtjet q\u00eb lidhen me zgjerimet e ardhshme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebmbim, si\u00e7 thuhet n\u00eb draft, institucionet evropiane do t\u00eb angazhoheshin p\u00ebr t\u00eb gjetur nj\u00eb zgjidhje t\u00eb k\u00ebnaqshme kur nj\u00eb an\u00ebtar i ri t\u2019i referohej interesave thelb\u00ebsore komb\u00ebtare. Marr\u00ebveshjet e reja, sipas burimeve t\u00eb REL-it t\u00eb njohura me p\u00ebrmbajtjen e dokumentit, do t\u00eb p\u00ebrfshiheshin n\u00eb nj\u00eb deklarat\u00eb t\u00eb p\u00ebrbashk\u00ebt q\u00eb do t\u2019i bashk\u00ebngjitej Traktatit t\u00eb An\u00ebtar\u00ebsimit. Deklarata do t\u00eb miratohej para Traktatit t\u00eb An\u00ebtar\u00ebsimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Klauzolat mbrojt\u00ebse<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrve\u00e7 mekanizmave ekzistues q\u00eb kan\u00eb vlejtur p\u00ebr an\u00ebtaret e m\u00ebparshme, KE-ja do t\u00eb propozoj\u00eb shtimin e dy mekanizmave t\u00eb rinj, q\u00eb lidhen me \u00e7\u00ebshtjet financiare dhe institucionale. Mekanizmi financiar mbrojt\u00ebs do t\u2019i mund\u00ebsonte KE-s\u00eb q\u00eb, p\u00ebr nj\u00eb periudh\u00eb t\u00eb kufizuar pas an\u00ebtar\u00ebsimit, t\u00eb propozoj\u00eb masa proporcionale n\u00ebse ka prova t\u00eb qarta ose rrezik serioz se mang\u00ebsit\u00eb n\u00eb sundimin e ligjit po rrezikojn\u00eb menaxhimin financiar t\u00eb buxhetit t\u00eb BE-s\u00eb ose mbrojtjen e interesave t\u00eb tij financiare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Klauzola institucionale do t\u00eb zbatohej n\u00eb rast t\u00eb nj\u00eb \u201cshkeljeje ve\u00e7an\u00ebrisht t\u00eb r\u00ebnd\u00eb\u201d, kur K\u00ebshilli i BE-s\u00eb do t\u00eb mund t\u00eb miratonte masa t\u00eb p\u00ebrshtatshme dhe proporcionale, p\u00ebrfshir\u00eb pezullimin e p\u00ebrkohsh\u00ebm t\u00eb disa t\u00eb drejtave q\u00eb rrjedhin nga an\u00ebtar\u00ebsimi. Komisioni, p\u00ebrmes k\u00ebtij dokumenti, do t\u00eb paralajm\u00ebroj\u00eb gjithashtu forcimin e masave n\u00eb rast t\u00eb p\u00ebrkeq\u00ebsimit t\u00eb sundimit t\u00eb ligjit, demokracis\u00eb dhe t\u00eb drejtave themelore pas p\u00ebrfundimit t\u00eb negociatave t\u00eb an\u00ebtar\u00ebsimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ndryshime t\u00eb propozuara edhe n\u00eb institucionet e BE-s\u00eb<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duket se an\u00ebtar\u00ebsimi n\u00eb BE nuk do t\u00eb n\u00ebnkuptoj\u00eb q\u00eb an\u00ebtaret e ardhshme do t\u00eb ken\u00eb automatikisht edhe komisionar\u00ebt e tyre, pasi sipas propozimit t\u00eb ri kjo nuk do t\u00eb vlej\u00eb as p\u00ebr an\u00ebtar\u00ebt ekzistues. Komisioni, n\u00eb fakt, propozon q\u00eb numri i komisionar\u00ebve, i cili aktualisht korrespondon me numrin e shteteve an\u00ebtare, t\u00eb reduktohet n\u00eb dy t\u00eb tretat e numrit t\u00eb shteteve an\u00ebtare, me rotacion rrept\u00ebsisht t\u00eb barabart\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Komisioni mb\u00ebshtet gjithashtu zbatimin m\u00eb t\u00eb gjer\u00eb t\u00eb votimit me shumic\u00eb t\u00eb cil\u00ebsuar, si dhe bashk\u00ebpunimin e shtuar t\u00eb nj\u00eb grupi shtetesh kur nuk ka unanimitet.
